New JPA Provides $9.7 Mil a Year for BHUSD

The Board of Education is expected Tuesday evening to approve a new four-year Joint Powers Agreement that provides $9.7 million annually in city support for district schools. The agreement is also scheduled to be discussed and voted upon during the regular City Council meeting that night.  The JPA is a four-year agreement in which the city pays the district for access to school facilities. The current JPA pays BHUSD $10.3 million a year and expires July 1, 2012. Council liaisons Mayor Barry Brucker, Vice Mayor Willie Brien, school board President Brian Goldberg and school board Vice President Jake Manaster spent the last six months negotiating the new agreement. In the final negotiations, Councilwoman Lili Bosse took Brucker’s place. City Treasurer Elliot Finkel had recommended cutting the next JPA to $9 million a year , so the $9.6 million figure is a relief for the school district. The JPA traditionally provides about 20 percent of the annual BHUSD budget. “I am very pleased with the negotiations and feel this new JPA is a real win for our community,” Goldberg told Patch. “I am hopeful that the full board and full council will agree and approve this newest JPA on Tuesday night.” Under the agreement, the district will get paid four times a year—Jan. 1, April 1, July 1 and Oct. 1. The new JPA agreement also provides a separate payment of $125,000 a year to pay for crossing guards at the four elementary schools. The 19-page agreement, which is posted on the board meeting agenda, provides for public access to school grounds facilities during specific times. For example, the agreement dictates that, “The District shall make available year-round on Saturdays and Sundays its outdoor athletic fields and play yards at the five school sites for use by the community… the District shall ensure that access to the outdoor facilities is provided between the hours of 8 a.m. and 5 p.m.” The five school sites are El Rodeo School, Hawthorne School, Horace Mann School, Beverly Vista School and Beverly Hills High School. The district must also provide public access to school facilities on weekdays during summer, spring or winter recess from 8 a.m. to 5 p.m., provided the city gives BHUSD at least 30 days notice. The five school libraries are to be made available to resident children for a minimum of three hours a week after the school day ends, according to the JPA. The city of Beverly Hills has torn down the street art gracing Rodeo Drive that features a pastel pop art portrait of perennial presidential candidate Ron Paul. ‘Person Of Interest’ Detained In LA Car Arson Case

LOS ANGELES — Twelve more suspected arson fires broke out early Monday in the Los Angeles area, and a “person of interest” was taken into custody for questioning in connection with the dozens of suspicious car fires that have hit the city since last week. The developments came a day after police distributed DVDs featuring footage of a man, between 20 and 30 years old with a receding hairline and a shoulder-length ponytail, whom they described as a person of interest. He was seen on grainy surveillance video Saturday after emerging on foot from inside an underground parking structure on Hollywood Boulevard where a car fire was reported. Fire department spokesman Capt. Jaime Moore said he couldn’t say whether the person of interest detained early Monday was the man seen on the video footage. “It’s still too early to say whether or not this person has any direct correlation with the number of fires that we’ve been responding to this evening,” Moore said. No arrests had been made. Early Monday, firefighters battled 12 suspected arson fires at carports and garages. Ten occurred in Los Angeles and two were in West Hollywood, Moore said. They broke out shortly after 1:30 a.m. Moore said authorities believe the latest fires were connected to the earlier ones. The number of suspicious fires now stands at 55, he said. Detectives spent Sunday analyzing security video camera footage and following up on other leads after a half dozen more vehicles were set on fire on New Year’s Eve. The outbreak of arson fires has left a trail of smoldering debris in Hollywood, West Hollywood, North Hollywood and the Fairfax district of Los Angeles since Thursday. Most of those fires were set in parked cars. In several cases, flames have jumped to carports and apartment units. A reward of $60,000 has been offered for information that leads to the arrest and conviction of the arsonist. Detectives served a search warrant at a home in the San Fernando Valley, Det. Gus Villanueva said Sunday. Several interviews were conducted, but no arrests were made. “They are working on hundreds of clues, interviewing dozens of witnesses, picking up countless pieces of evidence,” police Cmdr. Andrew Smith said of the detectives. Authorities haven’t said how the car fires were sparked or what was collected at the crime scenes. They were unsure if the rash of fires were the work of one arsonist or multiple people or copycats. There have been no injuries. Extra patrols were out in force on New Year’s Eve. One of Saturday’s attacks occurred at the Hollywood and Highland entertainment complex, a popular tourist destination and hotspot for holiday revelers. Firefighters responded to a report of a small car fire in a parking structure that was out by the time they arrived. Firefighters routinely are called to put out burning cars, but this recent spate has been unusual because of the frequency and location of the fires. Crews have been responding to other emergencies despite the focus on solving the fire arsons, fire spokesman Erik Scott said. Police urged residents to check their cars for any signs of tampering and take simple precautions such as locking their cars, keeping garage and carport lights on at night and reporting suspicious activity. “We are not going to rest,” Los Angeles Fire Department assistant chief Pat Butler said Sunday at a joint police-fire news conference. “We are going to work tirelessly.” Police officials were working with Sheriff’s Department detectives, city and county fire investigators and members of the Federal Bureau of Alcohol, Tobacco, Firearms, and Explosives. Maggie Nemser, founder, Blackboard Eats: Sakura House (mochi maki/shrimp gyoza), Ado (tuna tartar), Gjelina (mushroom pizza & tuscan Kale), Oscar’s (ambience + fried potatoes) Akbar (Bindi Masala, Chicken Tiki Masala). Wolfgang Puck: Obviously, I spend a lot of time in my restaurants, especially with all of the new openings in 2011, such as CUT London and Wolfgang Puck at Hotel Bel-Air. When I’m in LA, I’m always at Chinois, CUT and Spago, whether it’s in the kitchen or to entertain guests. When I’m not at my own restaurants, I always visit Matsuhisa, Angelini and Valentino. Josh Lurie, Food GPS : Aside from all the Armenian flatbread places I hit in east Hollywood for breakfast, and Scoops Westside for coffee and ice cream? The Tasting Kitchen is a touchstone for seasonal Cal-Med-Italian cooking, a buzz-worthy vibe and great cocktails. Zam Zam Market in Culver City was a place I hit a few times for flavorful Pakistani food that should probably never travel in a car, or at least a car that has closed windows. Dino’s Burgers #2 is another semi-regular stop for pollo maniaco, and they even remodeled in 2011. Fancy. Flor de Yucatan also had a recurring role in my life lately, for big portions of Yucatecan food, with many dishes involving pork, at ridiculously low prices. Jeff Miller, LA editor, Thrillist : I’m totally an Angeleno in that I stay in my neighborhood most of the time, so for that I thank Robata Jinya for opening walking distance from me. Not only is it the best ramen in my hood, it’s some of the best ramen in LA — and that’s not even acknowledging the chicken meatballs, or the seared yellowtail. It’s also got one of the greatest lunch specials in the city: $11 literally stuffs you. I’m there enough that I jokingly say to the server “see you tomorrow” as I leave — and sometimes, I do! I also gotta give props to the Izakaya on 3rd, which has the best sushi special I’ve seen at a higher-end sushi spot: $12.50 gets you a monster-sized chirashi with ultra-fresh fish, as well as miso and salad. Jim Falk Lexus on Wilshire Boulevard is rebuilding and expanding, and a drug sweep of the Beverly Hills High School campus resulted in the arrest of two students. In more council news, Jim Falk Lexus has received approval to demolish its existing facility and construct a new, larger dealership . 4. Two BHHS students were arrested Wednesday when the Beverly Hills Police Department conducted a drug sweep of the campus .  5. The school district is spending $15,000 a month to persuade federal officials to oppose Metro’s proposal to tunnel under BHHS. Also, the Beverly Hills Education Foundation  earned more than $28,000 from a partnership with The Taste food and wine festival.
