After a yearlong lobbying campaign by Beverly Hills Unified School District Board of Education President Lisa Korbatov, the board voted Tuesday to hire two library media teachers to work at the city’s four K-8 schools. “I am really excited at the thought that our children will see a librarian at school,” Korbatov said after the 4-0 vote. Board member Jake Manaster was not at the meeting because of a business trip. There have not been library media teachers at Beverly Vista, El Rodeo, Hawthorne or Horace Mann schools since 2008, when the board voted to eliminate the jobs to save funds. Beverly Hills High School was able to keep its librarian. “That vote [in 2008] was a mistake and this is an opportunity to rectify that mistake,” Vice President Brian Goldberg said before the vote. “If we’re going to move the district from good to great to the best, we need to provide qualified library media and technology teachers to engage our students.” Each library teacher will cost approximately $100,000 in salary and benefits, BHUSD Assistant Superintendent for Human Resources Dawnalyn Murakawa-Leopard told the board. Since the positions were not included in the current fiscal year budget, funding for the jobs will come from unrestricted district reserves. The BHUSD recently announced it had accumulated a cash reserve of more than 10 percent of its yearly budget. It is yet to be determined how the two librarians will divide their time among the four schools, although Korbatov said she is confident the BHUSD will come up with a plan by the time the staff members are hired. She noted that there are probably many suitable job candidates available since the Los Angeles Unified School District recently eliminated most school librarian positions. According to the job description posted on the BHUSD website, the new librarians will provide “library and media services to elementary and middle school students and teachers.” Such services include: The development of student literacy through the library media program Providing instruction in the skills needed to use instructional materials, research and reference tools effectively The introduction of appropriate literature for students The integration of instructional materials Curriculum resource selection and ordering Overseeing the library’s circulation, utilization, organization and maintenance In an interview with Patch in December when she took over the board presidency, Korbatov said that one of her top priorities would be restoring the library media positions at the K-8 schools. Frederick Hertz: Same-Sex Divorce Barrier Lifted In CA Courts
One of the nastiest dimensions of the battle over same-sex marriage has been the lack of access to divorce courts for same-sex married couples that reside in non-recognition states. While you might think that anti-gay judges would be thrilled to help these gay couples break up, in fact that is not true. Judges in Texas, Oklahoma, Rhode Island and other states have refused to grant divorces to lesbian or gay couples who went elsewhere to get married or have relocated from the state in which they got married, on the grounds that granting a divorce would constitute a form of official recognition of their marriage. Mind you, most of these couples are not asking a judge to grant them any property or alimony based upon their marriage, since they’ve already settled those issues — they just want to get an order of dissolution. And the couples have good reasons for wanting the court order. Even if they have resolved their financial affairs, they need to get a divorce so they can be free of future liabilities, and so they will be able to marry or legally partner their new romantic interest. The legal origin of these problems stems from what is referred to as the “domicile” rule, which means couples ordinarily can only get divorced in the state in which they reside at the time of their break-up, regardless of where they lived when they got married. The purpose of this rule, which goes back more than a century, is to prevent nasty husbands (or wives) from evading the divorce rules of the state they live in, by simply hopping across the state line to get a divorce in another state. For example, if a husband in New York didn’t like the property rules imposed on him by the New York court, it would be unfair to his wife if he could simply drive a few miles away to a more lenient state and file for divorce there. While these rules may make sense for heterosexual couples who can always get a divorce in whatever state they live in, they wreak havoc for couples who live in states that won’t grant them a divorce under any conditions — even if they’ve reached a property settlement with their spouse. This is a vivid example of where the denial of the right to marry ends up as a denial of the right to get a divorce. Fortunately, the California legislature has just passed a bill (which was signed into law on October 9th by Governor Jerry Brown) that resolves this problem — at least for those who came to California and got married there in 2008. It will also help those who may in the future get married in California, if and when Proposition 8 (which bans same-sex marriages) is repealed or ruled to be unconstitutional. The bill is titled SB (Senate Bill) 651, and the full text can be found here. The new law will go into effect in January 2012. It provides that if a couple got married in California but lives in a state that won’t grant them a divorce (which is presumed if the state doesn’t recognize their marriage), the California court will have jurisdiction to grant them a dissolution. The divorce case will be filed in the county where the couple got married, and the dissolution is supposed to be adjudicated “in accordance with California law.” There is a lot that remains unresolved in this new legislation, especially what it means to adjudicate a divorce in accordance with California law if the spouses are not residents. But for those who have been able to reach their own private settlement agreement, this will enable them at least to obtain a formal dissolution. And, while there is also some uncertainty on the details, chances are the dissolution will be honored in other states, even non-recognition states. This will allow the ex-spouses to enter into contracts as a formerly married person, and to be treated once again as an unmarried person. It’s a long ways from full marriage recognition in every state, but at least the couples that married in California will now be free to get divorced, wherever they live! Los Angeles. Los Angeles Police Department (LAPD) Mission Area gang detectives are looking for two to three suspects involved in a gang-related shooting last month. On June 18, 2011, shortly after 8 pm, an 18-year-old Hispanic male left an apartment complex in the 8400 block of Langdon Avenue in North Hills and confronted a suspect who was vandalizing the front of an apartment building. While he was speaking with the tagger, a second suspect approached him and began shooting at him with an unknown caliber handgun, striking him in the torso. The victim then took cover behind a cement planter, and the two suspects ran to a waiting truck and left the area. Both the victim and the suspects are believed to be gang members. The suspects are described as follows: Suspect one, who shot the victim, is described as a 20- to 25-year-old Hispanic male with a shaved head. He stands between 5 feet 8 inches to 5 feet 10 inches tall and weighs about 225 pounds. Suspect two, who was tagging the apartment building, is described as a 17- to 20-year-old Hispanic male with black hair. He stands about 5 feet 8 inches tall and weighs about 120 pounds. The third suspect was driving the truck in which all three suspects left the scene. He is described only as a Hispanic male. At the time of the incident, the victim was taken to a local hospital in critical condition. Robberies at Westside Stores and Markets Suspects Usually Wearing “Security” Shirts Seen on Surveillance Video Los Angeles: LAPD Pacific Area detectives are looking for at least three suspects who have recently robbed stores and markets located within close proximity to each other in the West Los Angeles area. Their trademark seems to be wearing black shirts with the word “security” written across the back. So far, detectives are aware of three robberies the suspects have committed. The first was last weekend on August 6 at about 8:20 pm at Bob’s Market, 1000 National Blvd. A surveillance video showed a suspect entering the store wearing a black ski mask and a black shirt with “security” written on the back in white letters. He was also wearing gloves and black pants and carrying a revolver handgun. While a cashier was helping another customer, he pointed his gun at the cashier, demanded money and then left the store, heading south on Hughes Avenue. A witness saw the suspect get into a parked car described as a black, four-door Honda driven by a second male suspect. The car was last seen heading south on Hughes Avenue. No description is available of the driver, but the first suspect is described as an 18- to 25-year-old Black male who stands about 5 feet 10 inches tall and weighs around 165 pounds.
