Board of Ed OKs Plan for Horace Mann Renovation

The first school renovation funded by Measure E is one step closer to reality. The Board of Education unanimously agreed this week to support a plan to spend about $55 million on renovations at Horace Mann School . The proposal, which is still being developed, would create a new two- or three-level building on the corner of Charleville and Robertson boulevards. The building would include a large multipurpose room, underground parking and a new library. Beverly Hills Unified School District facilities director Nelson Cayabyab presented the construction outline to board members at a Measure E study session Tuesday. He received direction to finalize the plan and bring it back to the board at a still-to-be determined study session next month. “Other options were to build a three-story [building] on the east side of Arnez Drive or to just modernize the existing campus,” Cayabyab told Patch in an email. “We do have clear direction now to build a new building. … We are looking at the pros and cons of an underground classroom level or [adding] a third floor onto the existing two-story building.” In accordance with the board’s direction, Cayabyab said he is studying what the total square feet of the building should be, how much parking is necessary and the location of new drop-off and pickup points for parents, which could ease traffic concerns around the school. At least one city traffic officer directs traffic at the school and sometimes another officer issues tickets to those not following directions. “I would want to see curb cutout lanes and other means of ingress/egress to ensure safe and efficient drop off and pickup,” board member Myra Lurie told Patch in an email. “We discussed a drop-off lane inside of the property running east/west that would be entered from Hamel [Road] and exited onto Robertson.” Construction funding would come from Measure E, the $334 million bond passed by voters in 2008 to modernize the city’s schools. As Patch has reported, the original Measure E bond schedule has been revamped because assumptions made at the time of the bond proved to be overly optimistic. The board decided in August to limit initial Measure E construction to Horace Mann and Hawthorne schools, as those are regarded as being the most in need. The $55 million budget for Horace Mann renovations includes about $3 million for modernizing the auditorium. Board members last month had considered tearing down the auditorium and building a new one. Cayabyab and board members have said they hope to start Horace Mann construction in summer 2013. Bilak Loses Two Endorsements After Debate Scheduling Controversy

Board of Education candidate Frances Bilak has lost two important endorsements since Patch reported Oct. 20 that an election debate had been canceled after Bilak emailed the Beverly Hills High School student who was organizing the event, claiming that she would contact local media and synagogues of his decision to hold the event during the Sabbath. Councilwoman Lili Bosse , who won every district in the city when she ran for election earlier this year, pulled her endorsement of Bilak after reading the Patch story. Planning Commissioner Brian Rosenstein also withdrew his endorsement of Bilak several hours after Bosse made her decision public on Patch. Bilak is one of four candidates running for three board seats in the Nov. 8 election. “The Last Word: The Last Election Debate” had been planned for 6 p.m. on Nov. 4, four days before the election. It was organized by Max Schwartz, a BHHS senior who hosts a talk show on KBEV6, the high school’s student television station.  Bilak, like her competitors Brian Goldberg , Lewis Hall and Noah Margo , had agreed to participate in the debate. But when she realized the debate time conflicted with the Sabbath, she asked Schwartz to change the date or time. Although he tried to reschedule the event, Schwartz was unable to do so.  In an Oct. 17 email to Schwartz, Bilak said that said she was “deeply disappointed” by his decision to keep the debate at its original date and time. “I will be letting the newspapers know tomorrow as well as the synagogues know of your decision,” she wrote. “I had told them that I believed you would respect the Sabbath and everyone’s decision to have dinner with their families on the Sabbath.”  The debate was subsequently canceled. “When I read your Patch story, it broke my heart, particularly because Max Schwartz is an exemplary student and member of our community,” Bosse told Patch. “[Bilak] really crossed the line when she said, ‘I am going to let the synagogues and the media know,’ as though what he was doing was religiously motivated. It felt like bullying behavior, it was cruel and that is when I wrote her an email letting her know of my decision.”  In Bosse’s comment to the Oct. 20 article, she asked that the candidate remove the councilwoman’s name from Bilak’s marketing materials for the remainder of the campaign unless the candidate made a public apology to Schwartz. Bosse said Friday that Bilak’s comments on Patch, in which she apologized to Schwatz, did not constitute a public apology and that her decision to withdraw support for Bilak was now final. “It is one thing to get frustrated with fellow adults, but with kids—the children of this district—the number one thing you have to have is compassion,” Bosse said. “I am sure she has learned a lot from this experience. It has been a lesson for all of us who take endorsements seriously.” Bosse noted that she originally had planned to avoid making endorsements in the Nov. 8 race. But when Margo decided to join as a write-in candidate, Bosse changed her mind because she said she knew how difficult a write-in campaigns can be and she believed Margo would make a good board member. At that point she decided to also endorse Bilak and incumbent Goldberg. Bosse still strongly supports Margo and Goldberg. Planning Commissioner Brian Rosenstein came to a similar conclusion after Patch alerted him to the fact that Bilak was promoting his endorsement in media advertisements. Like Bosse, he has also endorsed Goldberg and Margo. “I had assumed by tonight [Oct. 20] that I would have seen, or that you would have made, a public apology for the comments made to Max,” Rosenstein wrote in email to sent Bilak at 8:47 p.m. on Oct. 20. “What I saw on Patch was basically an ‘I’m sorry you feel that way’ message from you. That is not what I consider an apology and is not what Max and his family deserves or this community will find to be good enough.” Rosenstein posted his entire email to Bilak on Patch about an hour later at 9:52 p.m. At the time of this story’s publication, Bosse is still listed on Bilak’s website as being a supporter. Murdoch Mocked in San Francisco

A keynote speech by News Corp CEO Rupert Murdoch was hijacked several times by Occupy Wall Street hecklers in San Francisco, California. The shocked audience at the Palace Hotel included leaders of business, politics and education, who were suddenly surprised by screaming OWS activists dressed as Sesame Street characters. Rupert Murdoch was in San Francisco for an annual summit held by the Foundation for Excellence in Education , a nonprofit headed by former Governor Jeb Bush . The media billionaire was speaking on the subject of joining education and technology but was repeatedly interrupted by hecklers and mockers in the swanky Grand Ballroom. The FOX News mogul had to resume his speech, over and over, due to the disruptions by the well-dressed protesters who yelled, “Occupy Sesame Street!” — some of them with character masks from the children’s TV program. Many wonder if the whole thing was a set-up designed to discredit the Occupy Wall Street movement as childish. Critics note how there were conveniently-placed cameramen and photographers to quickly turn around and film each protester “right on cue.” They insist that the “actors” were too old and too educated to be real OWS activists. The add that Rupert Murdoch himself appeared to anticipate each outburst, then laugh it all off with, “A little controversy makes things a little more interesting.” Real activists or fake?

Rob Sobhani: America’s New Soft Power

As Governor Jerry Brown has just signed the California Dream Act into law to allow illegal immigrants to receive state-financed aid for college, the United States should wake up to two mutually reinforcing realities about our broken immigration system. First, America’s failed immigration system is the flip side of a failed foreign policy. For example, Mexican officials are allowed to export their revolution to the United States by not providing a decent standard of living for its citizens who then have to come to the U.S. in search of a better future. In short, America has not insisted on good governance in Mexico. In the meantime, our country has grown from 200 million to more than 310 million in fewer than four decades . This means that states like California need to produce more jobs; protect more of the vulnerable; and build more schools, roads, and bridges. The problem is that the welfare system we have created along with a broken immigration system, is unaffordable under the demographic and economic circumstances of the twenty-first century. Supporters of the California Dream Act argue that we would not have become a global superpower without opening our doors to immigrants, that smart, self-motivated immigrants spur the innovations and create the jobs our economy needs to thrive. This may be true, but it does not tell the whole story. It is our system of government, our culture, our way of life that allowed Sonia Sotomayor to become the first Hispanic on the Supreme Court, Sergey Brin to co-found Google, Pierre Omidyar to found eBay, and Fareed Zakaria to rise to fame as a journalist and the host of a prominent TV show. There are hundreds of Sotomayors in Puerto Rico, Brins in Russia, Omidyars in Iran and Zakarias in India. One of the main reasons why they are successful in America is because of our system. Governor Brown and his allies in Sacramento should advocate an American foreign policy that reorients itself to the soft power of exporting American values and know-how so the Sotomayors, Brins, Omidyars and Zakarias in Puerto Rico, Russia, Iran and India can find success at home. A second fact lost on supporters of the California Dream Act is that global prosperity requires a new narrative on immigration and cross border migration. If we allow the poor from countries like Mexico to escape to states like California and then redistribute the Golden State’s stretched resources to take care of the needy new arrivals, we will only impoverish ourselves in the process. Global prosperity must increase if we are to address this issue seriously and therefore it is imperative that wealth be created indigenously. This is especially true for the economies of Mexico, Central and South America. We must immediately launch a Marshall Plan for our neighbors to the south, establish a micro-finance plan for those who want to go back to their home countries but need start-up capital, and create a private-public partnership plan so that jobs are created south of the U.S. border and immigrants (illegal and legal) who are living in the U.S. have the option to return to their homelands and re-build new lives for themselves. In 2009 California imported $89 billion worth of goods from China. Imagine for a moment a scenario where Californians purchased these same goods from our southern neighbors; creating a win-win situation for all involved — except the authoritarian regime in China. It is in this context of a new narrative on the soft power of exporting American values and need to create wealth south of our border that the Dream Act must be debated — and ultimately supported. Allowing illegal immigrants to pay in-state tuition to attend state public universities in states like California is a good idea provided we ask these students that once they complete their studies, they return to their home countries to serve and rebuild. In the 1960s, the government of Iran established the Education Corps and Health Corps, made up of young men and women with college degrees from the U.S. who served their country by teaching reading and writing and by administering health care. This model can be duplicated across America where legions of illegal students armed with U.S. college diplomas in economics, engineering, computer science and health management fan across the globe and embed themselves in their native communities to serve and rebuild. In short, we should support the Dream Act but with one caveat: eligibility should be contingent on a willingness of students to return to their homelands and help in the economic development of their home countries. This way, an educated Salvadoran or Mexican or Ghanaian can contribute to the socio-economic situation of his or her country by taking advantage of a world-class education. Overtime, creating wealth in El Salvador, Mexico and Ghana is to everyone’s advantage, including the taxpayers of California. Unconstitutional sobriety checkpoints at Redhill and El Camino Real in Tustin, CA on Dec. 19th 2008. The police were pulling over every 5th vehicle with no probable cause for search and seizure and checking for driver’s licenses and whether or not the drive is under the influence. PAPERS PLEASE! The California Supreme Court has ruled that these are constitution even though the 4th Amendment reads: “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.” The police nagged me and asked me the usual loaded questions. One of the younger officers must have been really bored because he came over and debated with me for quite some time. Through out the entire ordeal I noted that many cars that we’re in violation of local laws, window tint, no front license plate, etc. were just being scooted through because they were not “#5”. I asked the officers why they didn’t ask these people to pull over as well. They said that I was missing the point and that’s not why they are here. Missing the point? I thought the point was to uphold the law in it’s entirety. I guess not.
